Check out our friends at the Disaster Response Communications Information Technology Group. They are doing a lot of good work to deploy equipment when emergencies and disasters occur:

DRCIT is a charity recognized 501(c)(3) tax-exempt nonprofit organization based in the United States. We use donations to help provide emergency communication support in times of distress.
For several years, the board of directors have been involved with helping emergency first responders by providing frequency licenses. This is especially needed for times of natural disasters when communications lines are down. This emergency communication network greatly assists first responders to focus on providing help to distressed members of the community. It’s successfulness inspired these directors to establish DRCIT as a charity in 2021 to provide the same support, while expanding emergency communication networks to any individual in need. DRCIT is funded by corporate and private grants and donations of monies and equipment. DRCIT’s board of directors also volunteer their personal time and resources.
